UK's Housing Act 2004 has made it compulsory for the property-owners (sellers) to furnish a Home Information Pack, before he puts his property into the market for sale. The Home Information Pack also referred as HIP, includes Energy Performance Certificate (EPC) and other essential documents aimed to accelerate the rate of transaction and to make the buying and selling of a property, a more transparent affair.
Real estate agents do not encourage the idea of employing independent HIs and DEAs for inspecting the property, as they are taken to be 'deal killers'. The true story is that independent HIs and DEAs can provide the correct energy efficiency of the home, its condition and other necessary details in his/her inspection report.
Real estate agents like organizing things in a manner that helps them meet their goals. They are keener on developing their own team of DEAs and HIs who are selected after careful screening. These DEAs and HIs do not mention the real problems of the home, but points out the defects that is not much of a real threat. Thus, the agents selfishly manage to earn fat commissions, in turn serving their own interests.
However, many Home Inspectors as well as Energy Assessors will not like to risk their jobs and accreditation by joining hands with the shrewd real estate agents.
The seller or property owner must necessarily take the responsibility of appointing suitable and independent Domestic Energy Assessor or Home Inspector. The reports and certificate, issued by DEAs or HIs becomes a part of HIPs.
The HIPs prepared by independent Domestic Energy Assessors or Home Inspectors benefits both the buyer and the seller. The seller can resort to repair work, if required. Besides this, the actual reports helps sellers to quote the price of his property in a confident manner and at the same time establish his credibility.
The buyer gets to know the actual condition of a property. The report actually reflects the condition of a property. The well-informed buyer can take decision easily, without any second thoughts. If you as a seller really want to win the confidence of buyer, make sure you appoint independent official to get a true reports and certificate. Clear and accurate reports help to seal the deal quickly.
